Working With Juvenile Justice

SCJOA Youth Correctional Facility Tours

Working directly with the DJJ the Southern California Juvenile Officers Association is able to conduct a yearly tour of one of the juvenile correctional facilities located in the Southern California area.

The three facilities visited on a rotating basis are:

HEMAN G. STARK YOUTH CORRECTIONAL FACILITY - located in Chino, California, in San Bernardino County, and houses approximately 500-600 male wards ages 18 to 25 in living units comprised of individual rooms. Lyle Egan High School at Stark provides instruction in basic skills, remedial classes, Special Education, GED preparation, high school and college classes that can lead to an Associate of Bachelors of Arts Degree. Vocational programs are offered, with certification available in many areas. The Free Venture Program provides wards with opportunities to work in a variety of industries.

Stark houses an Intensive Treatment Program, a Specialized Counseling Program, an Inpatient Correctional Treatment Center, a Sexual Behavior Treatment Program, an Intensive Behavioral Treatment Program, a Behavioral Treatment Program, and a Residential Substance Abuse Treatment Program, in addition to “outpatient” mental health services to the general ward population.

SOUTHERN YOUTH CORRECTIONAL RECEPTION CENTER AND CLINIC – located in Norwalk, approximately 15 miles southeast of downtown Los Angeles. Southern Youth is an all male juvenile/young adult offender facility with approximately 230-250 wards between the ages of 12-15, however the majority of wards are 18 or younger.

Jack B. Clarke High School provides educational assessments and instruction in basic skills to youths. Special education services are available as are courses in basic education and high school work.

This facility also has an Intensive Treatment Program, a Sex Offender Treatment Program, a Public Services Program, and an Intermediate Care Facility for youths requiring this level of mental health intervention.

VENTURA YOUTH CORRECTIONAL FACILITY – is located in Camarillo, in Ventura County, and a reception center-clinic and program facility which houses and provides diagnostic services for the female population ages 12-24. This facility is comprised of living units with individual rooms. There are future plans of expanding an additional 150 male juvenile offenders within the year.

Mary B. Perry High School provides instruction in basic skills, high school courses, GED preparation, and vocational training. Special education services are available. Qualified youths have an opportunity to earn college credits towards an Associate of Arts Degree through Ventura Community College. A Free Venture Program is available as well as furloughs for work experience.

Immediately adjacent to the Ventura Youth Correctional Facility is the Sylvester Carraway Public Service and Fire Center. The camp program at this site has a female fire crew as well as male fire crews. Female camp youths reside within the main facility and male youths reside at the camp.

Special programs available for female youths include a Residential Substance Abuse Treatment Program, an Intensive Treatment Program, and a Specialized Counseling Program. This site has a large and well-developed volunteer program.

NOTE:
Southern California Juvenile Officers Association will post tour flyers. Reservations are required. For law enforcement officers no fire arms are allowed inside the youth correctional facilities and must be checked prior to entering the facility.
